The World Gold Council's Mid-Year Outlook 2026: published today (7/1), frames gold as rangebound near current levels with a real breakout case toward $4,500/oz if catalysts strengthen. Underneath the volatility, Washington continues to deploy capital selectively: DOE selected five coal-to-critical-minerals pilot projects for up to $75M in award negotiations, Energy Fuels remains in focus after a conditional $725M OSC loan commitment, and NYSE American uplistings from Idaho Copper and Nova Minerals point to continued U.S. capital-markets positioning around critical minerals. The structural anchor remains the federal interest bill, defense-industrial rebuilding, and the need to turn domestic resources and waste streams into secure supply chains.

A week after the metals-and-energy selloff, the retest arrived and gold held the line. Bullion briefly slipped below $4,000 and tested an eight-month low as rate-hike fears, higher yields, and dollar strength weighed on non-yielding assets. The crosscurrent: ADP's June private payrolls missed at 98,000, down from 122,000 in May and below consensus, while the market later interpreted Warsh's comments and softer labor data as easing some pressure. Nearly half the private-job gains were in education and health, while leisure/hospitality remained soft. Tellingly for this newsletter, natural resources and mining was the only sector to shed jobs, down 5,000.

Congressional Budget Office projects net interest will total roughly $16.2 trillion over the next decade, rising from about $1.0 trillion in 2026 to $2.1 trillion in 2036, climbing from 3.3% to 4.6% of GDP. CBO's long-term outlook points to a fiscal trajectory that remains difficult to sustain without higher revenues, lower spending, lower interest rates, or some combination of all three; the structural driver that sits beneath gold regardless of the weekly tape.

The structural case is unchanged from last week: interest expense had already reached $970 billion in FY2025; nearly three times the $345 billion paid in FY2020; and now vies with the largest federal spending categories. With the FY2026 deficit projected near $1.9 trillion (5.8% of GDP) and debt held by the public rising toward 120% of GDP by 2036, a rising, non-discretionary interest bill is the constraint underneath every defense and critical-minerals dollar Washington is committing. The positioning found its floor this week; the driver did not move.

Watching for signals to where the money is flowing; government-backed strategic financing and the uplisting pipeline. This week delivered both: a fresh DOE award, two NYSE American uplistings, and the sector's most notable in months.

DOE's Office of Critical Minerals and Energy Innovation (CMEI) selected five pilot-scale projects for up to $75 million in award negotiations that recover rare earth elements and other critical materials; including germanium, gallium, and aluminum; from coal and coal-based feedstocks, under the Mines & Metals Capacity Expansion program (Topic Area 1, managed by NETL). Selectees: University of North Dakota, Valor Metals, CONSOL Innovations, American Resources Corporation, and Peabody Energy. The award builds on the nearly $1 billion August 2025 critical-materials program and follows the $134M Rare Earth Elements Demonstration Facility selections we tracked last week; Topic Area 2 selections are still to come.
Sturnella lens: Coal-and-coal-waste feedstocks are becoming a policy-blessed on-ramp to domestic REE and byproduct minerals; this may be a way to accelerate separation capacity using existing industrial sites, while still leaving permitting, metallurgy, economics, and offtake risk to prove out. Note the caveat in the DOE release: selection is not an award, and terms are subject to negotiation. It's a signal of direction, not yet money in the ground.
Idaho Copper — Uplists to NYSE American on the Copper Bid Uplisting

Idaho Copper (formerly COPR:OTC) announced its expected NYSE American uplisting under COPR and COPR WS, with trading expected to begin around June 26. Its brownfield CuMo project in Idaho's Boise National Forest is one of the largest undeveloped copper-molybdenum deposits in the U.S., also carrying silver, rhenium, and tungsten; all federally designated critical minerals. An updated PEA with ore sorting is slated for mid-2026, with a PFS to follow. Copper has held above $6/lb despite recent softening, underpinned by AI data-center demand and structural supply deficits. Strategic investors hold ~56% of shares.
Nova Minerals — U.S. Redomicile, NYSE American, Military-Grade Antimony Uplisting

Nova Minerals completed its redomicile from Australia to the U.S. effective June 16, with common stock and warrants trading on NYSE American as NVA and NVAWS (CDIs remain on the ASX). The move is built around the Estelle Gold and Critical Minerals project in Alaska, advancing domestic gold and military-grade antimony; the latter backed by a $43.4M U.S. Department of War award, with pilot antimony production targeted for late 2026/early 2027. Antimony's defense pull is the throughline connecting Nova to this week's UAMY momentum below.
M&A & Uplisting Roundup M&A

BMO / Euroz Hartleys (TSX/NYSE: BMO · ASX: EZL). BMO signed a definitive agreement June 29 to acquire the Australia-based capital-markets business of Euroz Hartleys; a Perth metals-and-mining ECM/M&A/advisory house; for A$145M in cash. Euroz's private-wealth arm stays independent under a strategic alliance; ~40 staff join BMO; close expected Q4 2026, subject to shareholder and regulatory approval. A direct bet on Australia as a top-tier hub for mining capital formation.

United States Antimony (NYSE: UAMY). Momentum tied to its $245M Defense Logistics Agency antimony contract. USAC, one of the few integrated North American antimony producers, graduated from NYSE American to the primary NYSE in March 2026 (and remains on NYSE Texas). Together with Nova, it is one of the clearest public-market reads on antimony as a defense-priority supply chain.

Oil & gas backdrop. Earlier-2026 strategic energy M&A, including Mitsubishi's announced purchase of Aethon Energy's U.S. shale assets, remains a useful backdrop rather than a fresh weekly item: strategic buyers are still pursuing American energy inventory even amid softer crude.
